Benefits Consultant - Health & Welfare - Career Education Corporation
Individual contributor possessing a high level of technical expertise in a broad range of employee benefit plans, practices and applicable laws as well as a demonstrated application of benefit concepts. Responsible for design recommendations, plan management, communications, administration and compliance of various benefits - with particular emphasis on Health plans. Performs and interprets complex financial and data analyses. Serves as a subject matter expert on benefit programs by providing direction, plan interpretation and issue resolution of participant inquiries.

Participates in the development of benefit plan designs, implementations, guidelines and policy and makes recommendations to management on a variety of benefit programs

Analyzes benefit experience for cost-control and risk-assessment factors

Recommends cost-savings measures either via plan administration or plan design

Develops, recommends, and monitors budget and budget allocations for employee benefits
-
Serves as primary contact and technical resource for plan administration, including management of plan administrators, associate communications and compliance

Ensures compliance with all pertinent state and federal regulations and filing and compliance requirements affecting employee benefits

Participates in vendor performance reviews, market analysis and vendor selection; establishes performance metrics and identifies opportunities for improvement

Manages and reviews benefit plans and administrative processes to ensure compliance with plan document guidelines and all regulatory and statutory requirements

Resolves complex benefit issues to ensure consistent application of the plan and compliance with applicable laws and regulations

Performs complex data analyses and develops presentations for senior management

Audits and ensures accurate employee benefit data, processes and internal controls
-
Manages technical relationship with IT/HRIS for system requirements and configuration as well as ensuring benefit information is collected, stored and reported accurately

Manages the transfer of data to external vendors, plan providers, auditors and consultants

Manages the implementation, testing and rollout of new or updated benefit plans

Provides guidance to the HR Service Center regarding the consistent application of processes and procedures

Creates, reviews and coordinates employee communications regarding various benefit programs including new hire and enrollment materials, SPDs, government-mandated disclosures, internet communications, etc.

Stays up-to-date on trends and developments in employee benefits

May lead benefit projects and teams involving multiple internal and external resources
-
May provide guidance to less experienced benefits staff

May participate in benchmarking surveys to evaluate competitive market alignment

May perform additional duties as assigned

Bachelor's degree from an institution accredited by an agency recognized by the U.S. Department of Education required

10+ years in benefits as a manager, project leader and/or benefits program administrator
-
Deep expertise in the design, management and administration of all benefit programs with a particular emphasis on Health plans
-
Deep expertise in the concepts, practices, processes and procedures within the benefits field
-
Knowledge of benefits-related federal and state legislation and regulations
-
Knowledge of trends in the marketplace as they relate to healthcare and welfare plans
-
Demonstrated experience in vendor selection and managing vendor relationships
-
Strong project management skills to manage benefit plan implementations, RFPs, vendor transitions, etc.

Ability to compile, analyze and interpret large data sets, verify data and exception reports, identify issues, and develop recommendations
-
Working knowledge of financial theory and concepts including an understanding of the financial statement impacts of benefit plans
-
Demonstrated excellence in communications, both written and verbal, with all levels of staff and management
-
Solid knowledge and understanding of PeopleSoft
-
Advanced skills in Microsoft Excel, Word and PowerPoint
-
Strong attention to detail and organizational skills

Education commensurate with a Bachelor’s degree
- CBP or CEBS certification is highly desired
